India must reorient trade policy appropriately to capitalize on China’s persistence in lockdowns

Barely a week after reopening after a two-month full lockdown, Shanghai again imposed a new partial Covid-19 lockdown earlier this month (Trade standard, June 9, 2022). Such persistence by China with a zero-tolerance strategy has given an element of urgency to global value chain (GVC) restructuring and relocation, a process that has been underway, albeit hesitantly, over the past decade. India, which so far has not been able to attract offshore supply chains, now has another chance and should not pass it up at this time.
